The HR Manager acts as a generalist managing the provision of HR services through the lifecycle of employment and supports of the Head of HR. As well as providing advice and guidance to managers and staff on all HR Policy and procedures, the HR Manager takes responsibility to undertake HR activities within agreed SLA with parent company for payroll, pension and benefit administration.



RESPONSIBILITIES

* Support the Head of HR with the recruitment, ensuring that the budget is adhered to, negotiating terms with agencies to get best value
* Ensuring that the recruitment process is compliant with current employment law and best practice
* Coaching and mentoring managers to ensure that procedures are followed

* Manage the pre induction for staff, including contracts and ensuring that the HR database is correct and updated
* Induction for staff on their first day of the organisation for HR policies and processes, ensuring that relevant paperwork is current, and forwarded to the parent company for payroll purposes and is compliant
* Supporting managers with the probation process

* Be alert to new/amending legal requirements to minimise risk.
* Make sure that the required regulatory standards are adhered to in conducting and recording the necessary pre-employment checks and that structures systems and documentation are in place to support this.

* Ensuring the sickness and absence policies are adhered to and that absences are correctly recorded and that the absence database is maintained and updated at all times
* Monitoring absences, through sickness, holiday or for other reasons, and producing absence reports
* Support managers in holding return to work and absence meetings with staff as necessary
* Managing any longer-term absences, including longer-term sickness, parental leave, suspensions and garden leave, in conjunction with Head of HR

* Coach staff and managers in the use of HR self-service, creating how to documentation
* Assist with internal training and communication requirements on policies, systems, appraisals etc
* Support the company in creating /sourcing suppliers with reliability and appropriate training in line with the business needs and that the training budget is adhered to with training costs recorded
* Planning and delivering training exercises for groups of staff as agreed, and working with external providers of training services as required

* Assisting managers in the supervision of internal HR procedures in accordance with policy, providing advice and support on employee relations topic
* Supporting the appraisal processes with guidance and materials, monitoring performance of reviews and maintaining records, training managers and staff where this is required
* Support the Head of HR in Maintaining and updating the Staff Handbooks as necessary ensuring that these are up to date and compliant with employment law on an annual basis
* Conducting exit interviews and creating associated data from these
* Liaising with the payroll team for administration and remuneration issues, especially statutory deductions from payroll and benefits that staff receive
* Responsible for planning and coordinating the HR requirements of individual managers and work cross functionally adding value to the business
* Act as a point of escalation for HR matters for staff and managers for all office locations, ensuring conflict prevention and resolution
* Support the Head of HR with large strategic projects as theyll as managing their own projects as directed by business needs

* Responsible for workstation H&S for all staff, and making adjustments, plus overseeing relevant first-aid requirements

* For the office administrator to ensure covering all workplace H&S matters such a workplace assessment and fire regulations
* Supporting them in the facilities management of the office for the Ipswich office. This includes charity events, travel arrangements for staff, stationary, and invoices received for Ipswich



Within the constraints of the published HR policies and procedures the HR Manager is entrusted with a level of autonomy on a day to day basis. They are expected to raise any concerns to the Head of HR.



ASSIGNMENT AND PLANNING OF WORK

Work is generated via the following channels:

1 By the job holder - activities, processes and tasks associated with carrying out the basic obligations of the role
2 By request form other staff - such information/ support as may be required from time to time
3 By the Head of HR at weekly one-to-one meetings, but occasionally on an ad-hoc basis if urgent



WORK RELATIONSHIPS

Internal:

1 Ex Co - as per specific requests
2 Line Managers - such contact as necessary to provide guidance and support as required

External:

1 Recruitment Agencies/ Advertising connections - such contact as necessary to source external candidates for recruitment, to negotiate fees, and to draft and place job advertisements
2 Parent company - general contact in relation to operations under the defined SLA, and to ensure co-ordination of staff joiners, staff leavers and other changes necessary for inclusion in the Workforce Administration, Benefits Administration, and Payroll Administration processes



MOST COMPLEX PART OF THE JOB

The most complex part of the role is to be responsible for communications at all levels throughout the organisation, ensuring that staff and managers understand the HR policies and why these are integral to the business and that the communication is used at an appropriate level for the staff where the message is required.



SKILLS, KNOWLEDGE AND EXPERIENCE

* CIPD membership/ qualifications or equivalent in experience and Knowledge of the UK employment law and HR best practice
* Excellent internal customer care to all levels of staff, using tact, integrity and the ability to deal with difficult situations
* Excellent Microsoft Office skills including Word, Excel & PowerPoint
* Proven interest and skill in agency and non-agency recruitment
* An understanding of staff appraisals and benefits systems
