HR & OD Manager

For this role: We have an exciting opportunity for an experienced HR & OD professional to join our HR team, based at Forde House within Teignbridge District Council.  

You will lead and develop the HR and OD function in line with the Council's corporate objectives, including business planning, performance and service development.

You will take strategic leadership responsibility for the delivery of new and exciting HR/OD projects and change programmes across the organisation that support corporate objectives, providing creative solutions and professional HR advice, guidance and challenge as required. This will also include strategic workforce planning and organisational development plans for the Council on the full range of HR and OD practice areas, including,  ER,  L&D, Change management,  Recruitment and Selection and Health and Wellbeing

The successful candidate will provide professional leadership of HR and OD within the Council, ensuring that all aspects of professional practice are delivered to legal and best practice standards.

What you'll be doing

You will strategically lead organisational change programmes and projects ensuring that they meet specified outcomes and conform to legal, governance and cultural frameworks.

You will be responsible for leading strategic workforce planning and organisational development plans for the Council, to ensure that Teignbridge District Council has a workforce that is aligned with the future needs of the service.

You will oversee and lead project management and advice to Managers across the business for large and complex restructures, redundancies and transfers, collaboratively leading organisational change, offering guidance, creative solutions to ensure adherence to both corporate policy and legislative.

Who we're looking for

The ideal candidate will have experience of managing in a political environment with a high degree of political awareness and the skill to handle political situations sensitively and diplomatically.

Excellent interpersonal and communication skills to persuade, inform, guide and advise a wide range of audiences in varied situations is an essential criteria for this role.

You must be able to demonstrate successful working with a wide range of partners and stakeholders alongside the ability to write, prepare and present reports, policies and procedures to a wide range of audiences

To be successful in this role you will need:

  • Chartered Membership of the Chartered Institute of Personnel & Development
  • ILM Level 5 or equivalent qualification in management
  • ILM level 3 Workplace Coaching Award
  • Detailed knowledge of current law and practice relating to employment
  • Excellent analytical and decision making skills
  • Evidence of continuous professional development

Financial knowledge and experience of working with and managing a budget to deliver efficient services would be essential for this position.
