Your new role

Based in Sheffield, there are Learning and Skills Business Partner (LSBP) roles available: one as a permanent appointment, and one fixed term for up to two years. 

As a LSBP reporting to the Head of Capability, the successful candidate will provide an independent view, expert insight and objective challenge to ensure the effective mobilisation and use of learning and development products and services targeted against business strategy and business goals. 

What you'll do day-to-day

  • You will be responsible for partnering with business leads and Heads of Professions to enhance workforce performance through robust career planning, leadership development, and building staff capability & skills. 
  • You will facilitate effective Training Needs Analysis (TNA) to identify critical capability gaps. You will support the design and deployment of skills and capability plans, ensuring they are aligned to departmental and People Strategies, meet business needs and that diversity issues are fully recognised. 
  • You will work with businesses and Heads of Professions to deploy frameworks and toolkits for the implementation of career pathways and skills work streams. 
  • You will support business leads and Heads of Profession to access departmental learning funds, through well-developed business cases and where appropriate commission bespoke learning interventions to address skills gaps. 
  • L&S Business Partners work with HR colleagues across the Home Office on behalf of the business, to commission services, provide feedback and share best practice. You will also work collaboratively with the wider Civil Service supporting reform agenda and a unified HR Profession. 
     

Skills Required

Essential

You should be able to demonstrate that you are able to deliver against the key responsibilities in the job descriptions provided in the annex and will need to be willing to travel. You must be able to provide all the documents we need to complete your pre-employment screening and security clearance. In all roles, we will require the following knowledge, skills and experience: 

  • Operational HR experience, with knowledge of learning and development theory 
    Highly organised and able to prioritise effectively against competing demands 
  • Evidence of working collaboratively across teams to deliver 
  • Clear verbal and written communication skills and strong stakeholder management skills 
  • Demonstrable experience as a strategic learning professional, able to develop and implement capability strategies and plans in support of business performance 
  • Evidence of diagnosing capability gaps, identifying creative and innovative learning interventions 
  • An exceptional communicator with the ability to partner effectively and excellent stakeholder management skills 
  • Excellent facilitation and negotiation skills, with experience influencing others and the ability mobilise stakeholders to deliver 
  • Experienced people leader– ideally across multiple sites nationally – comfortable managing complexity and working with ambiguity 
  • CIPD qualified or equivalent, or willing to work towards that or a relevant professional accreditation
