Your new role

Based in Folkestone, this role is offered on a fixed term basis for two years. The Head of Learning Design is responsible for design and implementation of our operational learning content. You will lead the familiarisation of all learning content with trainers located within our training hubs, reaching across the Home Office function. Reporting into the Head of Learning Delivery and Transformation, the Head of Learning Design is a new role, leading the team with responsibility for designing, transforming and consolidating all operational learning content. 

What you'll do day-to-day

  • Creation and project management of a new learning design plan, in support of the national delivery programme 
  • Oversee the commissioning of and recommendations for all new business led learning requests 
  • Influence the creation, overview and quality assurance of trainer continual professional development 
  • Effectively manage contracts and relationships with our external supply chain, including SLAs and budget; and full tender process for new contracts 
  • Work closely with stakeholders across the Home Office responsible for governance of policy to ensure content compliance 
  • Risk analysis, management, mitigation, and dashboard-based reporting 
  • Benchmark learning content with similar organisations nationally and globally to continually challenge and enhance our own best practice 
  • Building and leading a strong performing, expert team of designers 
  • Working closely with Head of Operational Learning Delivery to ensure compliance and consistent delivery content 
     

Skills Required

Essential

  • Operational HR experience, with knowledge of learning and development theory 
  • Highly organised and able to prioritise effectively against competing demands 
  • Evidence of working collaboratively across teams to deliver 
  • Clear verbal and written communication skills and strong stakeholder management skills 
  • Demonstrable experience as a strategic learning professional, able to develop and implement capability strategies and plans in support of business performance 
  • Evidence of diagnosing capability gaps, identifying creative and innovative learning interventions 
  • An exceptional communicator with the ability to partner effectively and excellent stakeholder management skills 
  • Excellent facilitation and negotiation skills, with experience influencing others and the ability mobilise stakeholders to deliver 
  • Experienced people leader– ideally across multiple sites nationally – comfortable managing complexity and working with ambiguity 
  • Hold a recognised professional learning qualification or working towards level 5 or above 
  • Member of a recognised learning professional body 
  • Expertise in the creation of both digital and classroom-based learning 
  • Experience in supplier management including budget responsibility circa £1M+ 
  • Evidence of working collaboratively across teams and external suppliers 
  • Clear verbal and written communication skills and strong stakeholder management skills 
  • Excellent facilitation and negotiation skills, with the ability to partner senior leaders
  • effectively and mobilise stakeholders to deliver
