The Office for Students was created in 2017 to independently regulate the English higher education sector.  Our primary aim is to deliver positive outcomes for students, particularly those from the most disadvantaged backgrounds, and secure benefits to employers, the economy and society.  We are a non-departmental Government body which currently employs c. 350 employees and is recruiting to a further c. 50 roles.  We have our own Board and governance, including a Remuneration Committee.

Our HR priorities centre around embedding organisation design and culture, underpinned by our four values and behaviours (Ambition, Openness, Learning and Diversity) with a particular focus on:

  • Establishing our approach to performance management culture, system and process
  • Developing an L&D programme encompassing priorities such as the professionalisation of line management and understanding what it means to be a regulator
  • Equality, diversity and inclusion and wellbeing
  • HR systems transformation (we implemented Workday in late 2017 and want to embed and build on this for the future); MI and continuous improvement of our policy, process and ways of working

We’re recruiting a Senior HRBP to support the Head of HR and OD in leading the HR team (this will include leadership of a team of HR Advisers and L&D Business Partner); managing and coordinating HR projects and activities including business planning and budget management and driving a culture of continuous improvement. You will also business partner one of our Directorates and be a core member of the BP team; work closely with the CEO's strategic resource unit on projects and have insight to the whole range of HR activity.

This role would be ideal for somebody looking to consolidate their HRBP experience and position themselves to lead their own HR team in the future.

We are looking for a strategic thinker with previous experience of business partnering senior managers, who can demonstrate how their contribution has delivered workforce and organisational outcomes and has experience of HR policy and process and development and implementation; TU relationships;  developing and interpreting HR MI; translating best practice in the HR profession for their organisation and demonstrable experience of driving continuous improvement and setting high standards.  Communication and engagement skills and the ability to influence and work collaboratively will be key. Public or third sector experience is an advantage.
