Chief Officer Human Resources (HR Director) – Leeds City Council

£96 to £106k

HR Director role

As the Chief Officer Human Resources your vison, leadership capacity and depth in HR will guide us through the next stage of the Council’s evolution.  People pay attention to what happens in Leeds, so we work hard to get it right.  We have a positive, confident culture but the challenges we face mean we have to keep pushing further and working harder to deliver for this great city.

You’ll focus on establishing a culture where people thrive and perform at the highest levels.   With your guidance, insight and judgement, we’ll be a flexible, futureproof and engaged organisation where talented people consistently deliver for the City with passion, purpose and confidence.  Your impact will earn the trust of leaders across Leeds, West Yorkshire and nationally.

As a large organisation with a focus on inclusion, we constantly need to ensure our managers are fully supported so that all staff give their best;  performance management is fully embedded across the organisation;  talent can flourish; wellbeing is enhanced; core processes, systems and policies are fit for purpose, now and in the future and industrial relations are positive and productive.  As the Council’s transformation continues apace, we need to fully harness the talents of all our people and partners to make the city we love even better.

The person

You could come from any sector and will bring deep experience of employee relations, HR practice, improving organisational performance and supporting complex organisations through change.  You’ll build close relationships across the Council, the City and the Region; be positive, dynamic and consistently enthuse others.  You’ll embrace innovation when it leads to results and will value the balance between meaningful organisational development and effective HR practice.  You’ll have excellent political antennae and experience of exercising sound judgement in challenging circumstances at the highest levels.  You don’t have to be CIPD qualified, but it would be a definite advantage.  You’ll bring successful experience of working with trades unions, ensuring your organisation was well placed to deliver against changing needs. You do have to be an expert HR practitioner, with an overview of culture and the capacity to move the City Council forward.
