Are you able to shape the development of the social service workforce in Scotland?

We have an opportunity for someone with enthusiasm and experience to manage and develop the workforce planning function for the Scottish Social Services Council (SSSC) over the next two years.

The SSSC is the regulator for the social service workforce in Scotland. Our work means the people of Scotland can count on social services being provided by a trusted, skilled and confident workforce. We protect the public by registering social service workers, setting standards for their practice, conduct, training and education and by supporting their professional development. We are a national organisation employing 270 people at our offices in Dundee.

The successful candidate will work closely with the Director of Development and Innovation and be responsible for leading the operational and financial planning for the workforce planning function and contribute towards our overall objectives to support the delivery of the Scottish Government’s priorities for workforce planning for social services in Scotland. You will have line management responsibility for the Workforce Intelligence and the Workforce Planning teams and will also be a member of the Operational Management Team (OMT).

As the lead for the SSSC workforce planning business function you will work closely with the office of the Chief Social Work Adviser and the Convention of Scottish Local Authorities (COSLA) in the following policy areas.

 

 

  • Work with the Scottish Government to deliver the recommendations of the National Health and Social Care Workforce Plan. 
  • Work with relevant partners on the production, publication and use of workforce data ensuring that it supports the developments of the National Health and Social Care Workforce Plan and the safer staffing legislation.
  • Manage the publication of official statistics and workforce data reports by the SSSC.
  • Support employers with the profile of the current workforce including the development of workforce planning tools and local workforce plans.
  • Support the implementation of Scottish Government policy that relates to the National Health and Social Care Workforce Plan.
  • Work with partners on developing enhanced career pathways for a multidisciplinary, integrated workforce.
  • Develop a professional framework for social care and social work practice as well as any training and education proposals to enable a flexible confident and competent workforce with relevant and appropriate qualifications.
  • Using SSSC workforce intelligence in partnership with the Scottish Government and employers to address cross-sectorial supply issue.

You will be responsible for developing and maintaining credible relationships with senior leaders in the health and social service sector to achieve objectives and opportunities for developing the workforce. You will promote awareness of the SSSC’s role and engage relevant partners and stakeholders in our work.

As a motivated and dynamic leader, you must be able to demonstrate a strong track record of success in managing people, budgets and change. You will be a natural relationship builder, demonstrating vision, creativity and innovation with the ability to inspire and empower people to work together.

This is a challenging, high profile role within the sector contributing towards shaping opportunities for social service workers to build on their skills and professionalism to make a real difference to the people of Scotland.

We are looking for someone who will:

  • be experienced in managing complex budgets
  • engage, inspire and develop people to deliver high quality outcomes, often against tight deadlines
  • work with the Director of Development and Innovation to contribute to strategic, corporate and directorate planning
  • work collaboratively with other operational managers across the SSSC as a member of the OMT
  • be committed to the SSSC’s values and be able to demonstrate these in your leadership behaviour
  • be a clear thinker, analytical and have sound decision making skills
  • work at a senior level with minimum supervision
  • develop good working relationships with a variety of stakeholders, both internally and externally
  • react positively under pressure demonstrating leadership to resolve issues positively
  • support development, continuous improvement and leadership
  • demonstrate political insight.

You must have:

  • a degree in a relevant subject
  • experience at managerial level
  • outstanding interpersonal skills and a passion for excellence in service delivery
  • experience of leading/managing a service
  • experience of leading and delivering projects
  • experience of leading information analysis at an organisational level and problem-solving skills
  • experience of planning and leading on the publication of reports and action plans
  • expert IT skills/knowledge that relate to planning data analysis
  • experience of managing or leading a team
  • a sound understanding of the relevant legislation and government policies affecting the SSSC and how they apply to our work
  • experience of report writing and presenting to leadership teams and Council/boards.
