Hays Human Resources is proud to be working in partnership with Bedfordshire Police, Cambridgeshire and Hertfordshire Constabularies (BCH) who due to a HR transformation programme are looking to recruit a Head of People Development to join their team. In line with their overall BCH HR strategy, the constabulary are creating a solutions-driven, digitally enabled and cohesive HR function.

This is an exciting time to join BCH where you will help deliver a positive transformation programme and help to shape the future of HR across the 3 organisations.The Head of People Development will be a key member of the senior leadership team and will help contribute to achieving the vision, purpose and values of Bedfordshire Police, Cambridgeshire and Hertfordshire Constabularies.
  
The Head of People Development will be part of a thriving HR community supporting 9000 employees across a multi-site police operation covering Bedfordshire, Hertfordshire and Cambridgeshire.Reporting to the Assistant Director, Human Resources, you will have a strong influence in shaping the new HR team structure. With full budgetary and forecasting control, the Head of People Development will lead a team of HR professionals and be responsible for carrying out a gap analysis to revitalise and re-shape the function. 

Your role will be responsible for bringing together all aspects of people development across BCH in one cohesive structure to support the development of all officers and staff, ensuring they have the right people in place with the right skills to deliver overall strategic objectives for each force.You will design, deliver and implement the People Plan and Annual People Resourcing Plan, ensuring that it meets the Force’s strategic objectives and local policing priorities. 

You will also be accountable for establishing robust and innovative talent attraction strategies, overseeing all recruitment, leading effective succession planning and for promoting best in class staff engagement. There will also be an opportunity to review, assess and improve the Promotions process for BCH and to develop performance and benefit realisation measures.

You will have a post graduate management qualification and will be MCIPD/FCIPD or have equivalent experience. You will have a proven track record in organisation design and talent management with broad reaching workforce planning expertise gained in a large complex organisation. 

Your tool kit will also include experience of current recruitment and selection practices, including attraction campaigns for large recruitment volumes; significant experience of the design, delivery and evaluation of leadership development programmes and talent management initiatives including succession planning. You will also have working knowledge of equality and diversity and experience of having carried out successful initiatives to improve representation in the work force.

With a genuine interest in people development, you will thrive under pressure and be known for being an inspiring people manager.You will be expected to work across the three sites, Cambridgeshire, Hertfordshire and Bedfordshire but there is flexibility around diary management.
