Hays is delighted to be working in partnership with Epping Forest District Council (EFDC) to recruit a Team Manager – People

EFDC are in the process of changing how they think about service delivery in the future and this role is a key part of that process. The district is facing an unprecedented period of growth, which will bring changes in demographics, in the types of services required and, in the ways, people access those services.

As Team Manager you will contribute to and implement a strong vision for the department. Deliver ambitious, innovative and forward-thinking approaches. Drive high quality work and achieve objectives by effective performance and risk management.

You will manage and lead the people team to deliver an effective service across HR Operations, Organisational Development and Learning & Development. Initiating alternative methods of service delivery to provide value for money. You will provide strategic advice, guidance and support to the senior managers and members. Develop and implement strategies, polices and systems to deliver the corporate plan, corporate values and people strategy and continuously improve the service.

Epping have a shared Payroll Service, work with partner authorities to develop the HR/Payroll IT system and are members of an Essex wide HR Network.

You will be the lead for Epping in these networks developing initiatives and working to develop further opportunities.

You will have previous experience of working at a senior level in an organisation that has gone through extensive change. A background in Organisation Design would be beneficial. Previous experience of working in Local government is preferred, however it’s not essential.

You will be degree qualified or equivalent with some formal management or project management training and be able to demonstrate a good understanding of safeguarding and local government legislation. Experience leading, motivating and inspiring staff is also required. You will also be assessed on how you embody the Council’s core Values and Behaviours
