The Department for International Trade (DIT) is looking for an exceptional candidate to become the HR Deputy Director - Leadership, Learning and Talent.

You will lead a centre of excellence for leadership, learning and talent which will make a significant contribution to shaping the future of DIT. Part of your role will involve, leading and developing this centre of excellence, which will include an oversight of the emerging capability and talent requirements for the organisation and leading the team of experts that manage various related portfolios.

You will have wide-ranging experience of building capability across complex organisations and working with wide-ranging stakeholders and delivery partners. As the departmental lead you will be accountable for ensuring a systematic approach is in place to build capability across a global organisation incorporating people, processes data and technology.

You will develop key partnerships with other corporate services and professions, working collaboratively to ensure the right learning and development is in place to support delivery of departmental priorities and value for money. You will also need to work closely with colleagues in the Cabinet Office to ensure alignment with wider Civil Service priorities.

You will be an inclusive and engaging leader, supporting, developing and directing your team to deliver excellent results for the business through complexity, ambiguity and change.

Job description

• Ensuring that we are building capability and developing talent in a strategic way aligned to wider Civil Service priorities with the right infrastructure in place – processes systems and technology – to deliver on our objectives.

• Leading the Learning, Leadership and Talent Centre of Excellence within the HR function and ensuring that the right solutions are in place to ensure DIT has the right capability in place to deliver current and future organisational objectives.

• Developing strategic relationships with key stakeholders across the organisation and the wider Civil Service to build the capability of the department including with members of our People and Executive Committees as well as our Diversity and Talent Networks.

• Overseeing global senior appointments, talent management and succession planning that attracts and retains the best, brightest diverse talent from across the Civil Service and private sector.

• Ensuring that relevant Civil Service talent activities are followed and embedded within the department and suitable processes are in place to meet Permanent Secretary and departmental targets, for example Apprenticeships, Fast Stream and High Potential Development Programmes.

• Leading our work and relationship with the Government Skills and Curriculum Unit (CSL), ensuring alignment across our professional development, talent management and capability building work.

• Being the senior HR lead at the board for the International Trade Profession and working closely with the Head of Profession to build trade capability across the department and wider Civil Service.

• Being a role model for collaborative team working, working in partnership with other teams in the corporate centre including Projects, Commercial, Finance and Digital.

Essential Criteria

The successful candidate must be able to demonstrate success in the following areas:

- Experience of leading expert teams with a varied and complex portfolio and building capability across a large scale and complex organisation.
- Using data and insight to develop a strategic approach to building capability with highly developed interpersonal and influencing skills. You will be seen as a credible expert who has the ability to build excellent relationships with key stakeholders and evidence of a collaborative approach.
- A strong senior leader, confident in both people and thought leadership, with the ability to inspire and motivate others in a fast-paced environment, with an engaging, adaptable, leadership style.
- A high degree of personal credibility and resilience with the ability to lead a high-performing team, creating a culture of flexibility, responsiveness and creativity.

Desirable Criteria:

Whilst not essential, it is expected that the successful candidate will be a fully qualified member of the Chartered Institute of Personnel and Development (CIPD). Where candidates do not already hold CIPD professional membership, they will need to demonstrate a significant track record of successfully delivering at a senior level in HR roles.
