The House of Lords Administration’s 600 talented and committed staff provide the administrative and logistical support for the House of Lords to perform its vital role as the second chamber of Parliament. As a member of the Management Board, the Human Resources Director will have  a central role in shaping the strategy of the Administration, developing our people, and changing our culture. Responsible for both day-to-day and strategic human resources leadership and advice, the successful individual will drive transformational change and continuous improvement both within and beyond the Human Resources Office. From the implementation of new digital operating models, to ongoing work to improve our culture and diversity, to shaping our ways of working following the COVID-19 pandemic, there has, arguably, never been a more interesting time to join our unique organisation.

The Human Resources Director will contribute as a member of the Management Board towards the delivery of the aims and objectives of the Administration, developing, implementing, and monitoring our People Strategy.  Leading a team of 26, and managing a budget of £2.3m, they will build and maintain effective relationships both internally and externally, and lead the  Human Resources Office in the provision of an excellent HR service, and work collaboratively with House of Commons and Parliamentary Digital Service colleagues on programmes requiring strategic HR input.

Our ideal candidate is an outstanding, collaborative, and inclusive leader, who will be compelling, comfortable, and credible working with Boards, Committees, and a wide range of senior stakeholders, both within and outside the House. Your communication skills are impeccable, your political antennae sophisticated, and your capacity to both influence and challenge in a complex space exceptional. You will apply these qualities and more to deliver a high-quality human resources service to the Administration, combining strategic overview with first class operational experience and focus on developing HR systems, processes and practices, and the metrics required to support those strategic goals. You will bring proven operational experience leading and managing human resources in a complex organisation; extensive knowledge of employment law, HR best practice, and complex employee relations issues; and a track record of realising positive outcomes via inclusion and diversity programmes. Equally important will be your ability to influence, advise and inspire at all levels.
