About us

East Devon is independently recognised as an outstanding place and so it follows that its council must also strive to be outstanding – that’s why we’re proud to have achieved Platinum IiP. Everything we do is aimed at ensuring that East Devon is a place that people want to live in, work in, visit and enjoy. Our ambition is to be a council that works together with local people to create great value services and an outstanding community, economy and environment for East Devon, now and for future generations. To achieve this, we recognise the importance of having an engaged, skilled and motivated workforce dedicated to delivering vital services to residents and visitors. That’s why we work hard to help our staff to be successful, happy, healthy and rewarded appropriately.

About the role
Working in partnership with senior management and managing the HR and Payroll team, you’ll oversee our people management, learning and development, and pay and reward practices, ensuring they reflect our Platinum IiP status. You’ll develop and deliver employment policy and operational procedures to support effective employee relations, performance and wellbeing. You’ll also act as DBS lead countersignature for the organisation, advise the council on HR matters, undertake complex casework and manage organisation and job design. This is an excellent opportunity to become East Devon Council’s HR expert, keeping all our people happy and healthy.

About you
Resilient, high performing and self-organised, you’ll have a degree or equivalent in Human Resources as well as a management qualification, or equivalent experience. Ideally, you’ll also be a CIPD Fellow with additional hands on experience of coaching, mediation or neurolinguistics programming. Alongside a proven track record of implementing policy and HR strategy and managing complex employment cases, it’s important that you have a comprehensive understanding of employment law and best practice. An excellent and empathetic communicator, you have the gravitas and confidence to challenge and influence others. Previous experience working in the public sector and/or managing a payroll service would be really useful but is not essential.

Please note, this post is politically restricted and the post holder will be prohibited from participating in political activities. You’ll also need to attend occasional evening meetings.
