The Civil Service is at the heart of Irish society.  Everything we do impacts our country and, most importantly, our people.  Most recently, the Civil Service has played a critical role in supporting the whole of Government response to the needs of the nation during the pandemic.

The Irish Civil Service is a large and complex organisation employing nearly 42,000 people in approximately 40 Government Departments and Offices with a diverse set of responsibilities to support the Government by developing policy options and legislation to address major national issues, co-ordinating the broader public service, helping to manage the economy and delivering services to the public. 

Excellence in human resources is a key requirement in the development of a high performing and engaged workforce.  There is an increasing demand for specialist human resource management skills at an appropriate senior level, with opportunities now arising for experienced HR Managers seeking a fulfilling, rewarding and meaningful career within the Civil Service. 

Applications are now being invited from suitably qualified and committed individuals

interested in HR Manager at Assistant Principal Officer level.  HR Managers are senior civil servants and will typically report to the Head of HR (Principal Officer) within a Department / Organisation and, depending on the size of the Department, may be one of a number of HR Managers at this level with responsibility for different areas within the HR function.

The successful candidates will have:

• A minimum of 3 years’ experience in a HR role at an appropriate level in the voluntary, private or public sector;

• Demonstrable strategic leadership qualities and well-developed management and organisational skills, with the ability to manage, develop and build the capability of a HR team/Unit.;

• A proven track record in leading the development and implementation of HR Strategy to support business objectives;

• Up-to-date knowledge of employment law and practices, including Equality Diversity & Inclusion;

• An ability to build strong relationships with colleagues, business area leaders and stakeholders alike across their own and other organisations;

• Demonstrable commitment to innovation and leading change within an organisation.

Applicants who are successful in this competition will be placed on a panel, in an order of merit.  Vacancies for HR Managers (Assistant Principal level), which may arise, may be filled from this panel. Such vacancies may exist in one of many Government Departments/Offices, or in an ‘agency’ of a Government Department. It is envisaged that most vacancies that arise over the lifetime of the panel will be in Dublin, with a small number of vacancies potentially arising in regions.

While this competition is for a panel of generalist AP HR Managers from which candidates can be called for any HR roles that may arise, additionally it is recognised there may in some instances be a need for more specialist HR roles. It is intended to establish three additional sub-panels for HR Business Partners, Learning & Development Partners and Industrial and Employee Relations Managers. Candidates applying for the generalist AP HR Manager role may also opt to be considered for one or more of the other panels, subject to meeting the Essential Entry Requirements.
