HR Manager - Job Description

The successful candidate will have an essential role in leading, managing and developing the HR provision at Greenshaw High School. The post-holder will be responsible for operational HR activities as well as contributing to and supporting the strategic objectives of the school, ensuring compliance with school policies, employment legislation and best practice, as well as promoting effective employee relations.

The HR Manager is accountable to the Director of Operations.

The main duties and responsibilities will include:

Personnel Responsibilities

  • Responsibility for the co-ordination and production of letters of appointments and contracts to all employees, including carrying out relevant employment vetting checks e.g. DBS, Occupational Health, right to work, qualifications, references;
  • Responsibility for ensuring the Single Central Register (SCR) for all employees, visitors and Governors is kept fully up to date and meets safeguarding requirements as set out in safer recruitment legislation;
  • Responsibility for implementing the induction process for all new staff, governors and visitors; this includes organising vetting checks, arranging IT log-ins, issuing ID badges;
  • Responsibility for organising 6 month probationary review meetings for all staff and 5 year service letters for all support staff;
  • Ensuring that all staff personnel details are included in individual secure personnel files and that the school’s HR databases (PS People and SIMS.net) are fully maintained. This includes logging of all staff training and compiling the School Workforce Census;
  • Overseeing and managing staff attendance procedures, including:
  • Issuing sickness certificates and leave of absence forms;
  • Logging all absence in staff personnel files and notifying payroll;
  • Compiling statistical absence reports;
  • Ensuring there is a consistent and regular line of communication with all absent colleagues;
  • Processing Occupational Health referrals, monitor progress and arrange Independent Medical Assessments if necessary;
  • Organising sickness review and return to work meetings, where applicable.
  • Monitoring and recording annual leave and holiday working for all support staff;
  • Liaising with the appropriate body to ensure the registration and appropriate induction of Newly Qualified Teachers (NQTs);
  • Responsibility for processing statistical information from the school’s HR systems, such as payroll and staff details, as requested by the Greenshaw Learning Trust.

Recruitment Responsibilities

  • Managing the administration relating to recruitment, to include:
  • Advertisements;
  • Co-ordinating applications;
  • Shortlisting procedures;
  • Interview arrangements;
  • Safer recruitment matters;
  • Vetting and barring checks;
  • Reference request;
  • Acting as the first point of contact for all prospective candidates

Payroll Responsibilities

  • Responsibility for managing the payroll for the school’s directly employed staff, to include:           
  • Ensuring that all staff (permanent, temporary and casual) are paid in accordance with their agreed terms and conditions;
  • Preparing monthly payroll returns, including contract changes, additional hours (overtime and additional payments), new starters and leavers, sickness deductions, maternity and paternity pay, salary sacrifice deductions, changes in personal details;
  • Checking the monthly payroll report for accuracy and correcting where necessary, liaising with staff on salary changes;
  • Updating the Finance team with the monthly payroll figures and ensuring that payments are allocated to correct budgets;
  • Supporting the Director of Operations and Headteacher in maintaining accurate staffing salary budgets;
  • Submitting relevant data to the TPS/LGPS in accordance with the Service Level Agreement within the school and the Greenshaw Learning Trust.

Training Responsibilities

  • Co-ordinating the performance management process for support and teaching staff to ensure that meetings and relevant supporting paperwork are completed within the appraisal timetable;
  • Co-ordinating staff training needs following the appraisal cycle for all staff and maintain the staff training records to include all training on a regular basis;
  • Responsibility for ensuring that all staff have completed the EduCare training modules relevant to their role, as defined by the Greenshaw Learning Trust.

General Responsibilities

  • Be responsible for keeping up to date with the requirements of the role, by attending appropriate INSET and meetings, and keeping abreast of changes in legislation;
  • Be aware of and comply with policies and procedures relating to child protection, equal opportunities and race equality, health and safety, confidentiality and data protection, reporting all concerns to an appropriate person;
  • To undertake any other duties commensurate with the post as may be required by the Line Manager or Headteacher.

HR Manager - Person Specification

ESSENTIAL

Education, Qualifications and Training

  • Educated to at least A-level standard (or equivalent)
  • Educated to at least GCSE grade C standard in English and Mathematics (or equivalent)
  • Willingness to undertake ongoing training

DESIRABLE

  • Educated to degree level
  • CIPD qualified, or workings towards a CIPD qualification

Experience and Knowledge

ESSENTIAL

  • Experience of working in a personnel-related environment
  • Knowledge and understanding of key HR processes e.g. recruitment, appraisals, absence management
  • Working knowledge of relevant HR issues and an up-to-date understanding of HR good practice
  • Experience of HR systems and databases
  • Experience of managing a payroll system and some knowledge of PAYE
  • Practical experience of word processing, excel, e-mail and other office electronic applications

DESIRABLE

  • Experience of working in a school or similar establishment
  • Experience of school data and information systems in a school environment (SIMS)
