Context

The International Committee of the Red Cross (ICRC) is a neutral, independent and impartial organisation whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. The ICRC directs and coordinates the international relief activities conducted by the Red Cross and Crescent Movement in situations of armed conflict. It also endeavours to prevent suffering by promoting and strengthening international humanitarian law (IHL) and universal humanitarian principles. 

Purpose

Based in London, the Human Resources (HR) Manager is responsible for providing professional HR support, services and advice to all ICRC delegation staff members in line with the organisation’s HR strategy and practices, to enable line managers and employees to respond appropriately to operational challenges. The Delegation has approximately 30 staff based in London and Belfast, or home-based in other parts of the UK.

Main responsibilities

Reporting to the Head of Regional Delegation in London, and with the support of the HR Partner based in ICRC’s headquarters in Geneva, the HR Manager’s responsibilities include:

  • Translates operational needs and challenges into local HR strategy and priorities and implements the corresponding action plan
  • Advises and coaches line managers in fulfilling their people management responsibilities
  • Implements ad hoc HR projects and initiatives
  • Facilitates collaboration and communication between the London delegation and HR units at ICRC headquarters
  • Guides staff members at all stages of their life cycle within the organisation, on both administrative HR and professional development matters
  • Ensures HR processes are implemented and related services (recruitment, payroll, HR administration, training, staff health and well-being) delivered according to ICRC policies and guidelines and in compliance with UK legislation
  • Develops and maintains sound knowledge of the local employment market and recruitment channels and an overview of the availability of local talent
  • Develops and monitors annual HR budgets
  • Anticipates HR needs and scenarios to align with operational developments and/or contingency plans
  • Supervises a part-time HR Officer

Professional Experience and Skills Required

  • Minimum 6 years’ overall professional experience, with at least 3 years of relevant experience in an operational HR generalist or HR Manager role in a UK HR department
  • Experience in UK payroll and benefits administration
  • Knowledge of UK employment law
  • Training or experience in HR good practices, including workforce and organisational planning, compensation and benefits policy, recruitment, selection and staffing, performance management, learning and development, employee relations, staff health safety, and employee engagement
  • Experience of working in a matrix structure
  • Master’s degree with specialisation in HR or equivalent (or certified professional experience or relevant CIPD qualifications)
  • Excellent written and oral English skills
  • Computer proficiency (Word, Excel, PowerPoint), and experience with HR databases

The position is offered on a part-time (80%) open-ended contract (28 hours per week) and is based in the ICRC London office.  There is also an option to work from home for part of the week.
