In July 2021 we published a Review of Ethnic Diversity & Inclusion at the Bank. The review commissioned by the Bank’s Court (the Bank’s Governors and Non-Executive Directors) recognised that we had not made sufficient progress on the important issue of ethnic diversity and inclusion. In order to address this a set of recommendations and actions are being put in to place to embed sustained change. To support the Review’s recommendations, a number of new roles have been created, including a dedicated Race Lead who will act as the centre of expertise, helping to transform our vision in to a lived reality. This coincides with the Bank’s new strategic priority “to build a diverse and inclusive Bank vision:

Team Overview

The new Culture, Diversity & Inclusion Division will bolster the existing D&I functions, sitting within People and Culture (P&C), and spearheading efforts towards building a diverse and inclusive workplace, one of the Bank’s strategic priorities. The division will be responsible for supporting equity, diversity and inclusion across the Bank and for embedding a culture which delivers our more human, humble and in step with the changing world Bank vision, alongside supporting the Bank’s Wellbeing and Community agendas.

The team works in close collaboration with colleagues in P&C and across the Bank, including our employee networks, to deliver our vision. You will also work with D&I representatives across business areas to increase consistency in our approach and help inclusive practices to thrive locally.

Job Description

This role will work closely with the Bank of England Ethnic Minority Network, local D&I representatives, and dedicated colleagues in P&C, continuing with the momentum brought by the Court Review to improve focus on ethnicity across the Bank. In order to make the sustained change we have committed to, it is crucial that this role holder is able to act as the subject matter expert in race-related issues, challenging non-inclusive behaviours and structural issues. As the Lead, you will be responsible for:

  • Designing and managing ethnicity-related interventions, spanning the employee life-cycle.
  • Tracking and reviewing overall progress against the Court Review’s objectives.
  • Advising local areas on suitable action plans to help make sustained progress against their Executive Accountability scorecards, where ethnicity issues are identified in local areas.
  • Working with other centres of expertise (for example, Learning & Development) to increase the organisation’s race fluency.
  • Acting as a subject matter expert in race and ethnicity-related issues, providing advice as needed across the organisation.
  • Working with the wider Inclusion Team on intersectionality, ensuring that ethnicity remains a focus in wider D&I initiatives.

While your focus will be on race and ethnicity, you will also spend about a quarter of your time working on the Bank’s broader D&I agenda.

This role is being advertised as part of a set of new roles which will bolster the central support available for Equity, Diversity & Inclusion, strengthening the Bank’s commitment to build a diverse and inclusive Bank.

Role requirements

Essential criteria

  • Expertise in race and ethnicity issues
  • Ability to manage and challenge stakeholders, including senior management
  • Demonstrable experience delivering and embedding cultural change
  • Diplomacy and the ability to influence, lead and motivate others across diverse stakeholders
  • Strong communication skills, including an ability to communicate on sensitive topics
  • Good knowledge of broader D&I challenges
  • Ability to challenge non-inclusive behaviours
  • Ability to work as part of a virtual/matrix team
  • Understanding of the race and ethnicity challenges the Bank faces
  • Strong external network of ethnicity champions/advisers

Desirable criteria

  • Experience driving D&I focussed cultural change
  • Experience developing race or diversity change programmes

This specific role offers a base salary of £59,400 - £66,000 per annum, along with our comprehensive benefits package as follows:

•    A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
•    A discretionary performance award based on a current award pool.
•    A 7% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
•    25 days annual leave with option to buy up to 13 additional days through flexible benefits.
•    Private medical insurance and income protection.
