An exciting opportunity has arisen to join Humberside Fire and Rescue Service, an innovative, high performing organisation which has ambitious plans for the service it provides to the communities of Hull, East Riding of Yorkshire, North East Lincolnshire and North Lincolnshire.  Following a restructure of the Strategic Leadership Team, the Fire Authority is inviting applications for the new post of Executive Director of HR and Training.  The successful applicant will form part of the Authority’s Executive team, supporting the Chief Fire Officer in providing strategic leadership, influencing the vision and direction of the service.

We are seeking an individual who is confident in a corporate environment, is strategically focused, has a supportive and inclusive leadership style and a high level of emotional intelligence. You must be a driven, self-motivated and credible individual. You will possess excellent communication skills with the ability to build and maintain strong working relationships with a range of stakeholders and partners. The ideal candidate will also have excellent political acumen, be able to execute substantial programmes of change and drive forward continuous improvement within the service for both their own function and the wider service.

You will have extensive experience as an Executive level HR Professional, have a relevant masters degree or equivalent professional qualification appropriate to the post, hold current FCIPD status as a minimum. A legal qualification or specific employment law qualification would be an advantage.  The successful candidate will have excellent strategic and technical HR knowledge and skills gained in a unionised environment, including management of complex employee relations matters and the ability to prepare a case and represent the Service at an Employment Tribunal should the need arise.  Exceptional knowledge and application of employment legislation is essential.

This role also manages the Training function and the successful candidate will therefore require excellent skills and experience of managing a multi faceted training delivery team that encompasses delivery of operational training for Firefighters and Control Room, specialist skills training, and management/leadership training.  The ability to prioritise training to ensure the Service is appropriately equipped to deliver specialist skills across the Service area is vital as is the ability to co-ordinate the training and intake of probationer Firefighters in line with Workforce planning requirements and the retirement profile.

Due to interchangable portfolios at this level of the organisation, the post holder will also be required to lead and manage the Organisational Development and Occupational Health Sections.

Flexible working, including part time and working from home will be considered although physical attendance at some meetings will be required.
