Background Information

Our HR Team is evolving.  Since we were formed in 2019, our Team has been developing new ways of providing professional and practical HR support to Forestry and Land Scotland on the full range of strategic, operational and transactional HR matters.

Our newly formed HR Team (People Services) combines HR expertise in Resourcing and Talent Management, HR Systems, MI and Business Analytics and Payroll to provide services in support of both Forestry and Land Scotland (FLS) and our sister agency, Scottish Forestry (SF).

We have ambitions to develop our HR Services further, to provide high quality people management support in the areas above and this role will help define what our new Team will look like as we transform the way we deliver our people services.

Job description

Leading the HR Team (People Services), you will help to support the transformation of both agencies in the following ways:

  • Develop our talent management ambitions to attract and retain the best people and become an employer of choice.
  • Use business intelligence and MI data to help inform and support strategic decision making at the highest level.
  • Develop our HR system, iTrent to enable individuals and managers to manage self-service applications such as booking annual leave, managing absence and much more.
  • Take our Payroll service to the next level to ensure processes are streamlined and the delivery of a high-quality payroll service.

You will ensure that date to day HR service provision is clear, efficient and customer focused, providing high quality HR service delivery for both FLS and Scottish Forestry. You will also take ownership of service improvements and the implementation of these across the function. This role will provide you with a real opportunity to shape the service delivery as required by a modern, lively team and a vibrant organisation.

The post is based in our Edinburgh Office with the requirement for occasional travel to other offices across Scotland. In particular, you will need to travel to Inverness on occasion, to support HR colleagues based there.

Responsibilities

HR systems, processes and procedures:

  • Deliver an effective service to Forestry and Land Scotland (FLS) and Scottish Forestry (SF) and ensuring highest customer service levels and maintaining KPI standards.
  • Input to the strategic direction of HR service provision, giving positive assistance and finding innovative solutions when required.
  • Identify and lead on delivering process improvements and changes to align with business priorities for both agencies.
  • Ensure compliance with policies, processes and procedures in line with legislative, HMRC, audit and other requirements.
  • Leading the people related elements of the annual audit process and associated remuneration reports, in partnership with Finance colleagues.

Advice and Guidance

  • Ensure up to date advice and guidance on people services and their impacts on the whole of FLS and SF.
  • Undertake engagement and consultation with Forestry Trade Unions Scotland (FTUS) regarding people services, ensuring appropriate and timely communication and participation with staff and their representatives to maintain positive working relationships and comply with legislation.
  • Undertake job evaluation as part of a panel, advising managers and the business accordingly.

Business engagement

  • Contribute to strategic workforce planning matters, identifying the people related implications, risks and opportunities for business improvement.
  • Support senior managers through changes in HR systems, ensuring managers are equipped with the skills and knowledge to effectively apply these.
  • Engage nationally with senior staff, including Executive Team members, on people services matters, attending senior level meetings as necessary and ensuring HR resources are effectively channelled.
  • Work collaboratively with colleagues across HR, Learning and Development and Health, Safety and Wellbeing Teams to enable service delivery across the People Team as a whole.
  • Analyse HR service provision management information and solicit performance feedback from key stakeholders to identify improvements and increase added value.

Project Work

  • Work on strategic workforce planning activities for FLS and Scottish Forestry to enable effective and justified people related business decisions to be made.
  • Lead significant projects that require strategic HR input to drive required, including the production of written executive team or project papers within a project management framework.

HR Systems, Management Information and Data Analysis:

  • Providing direction on encouraging and supporting colleagues to use digital processes as part of our culture change to become a more effective and sustainable organisation.
  • Using management information for to support decision making and undertake regular reporting, providing periodic progress updates.
  • Providing data analysis and accurate management information to enable informed decision making for people related operations/services.

Line Management:

  • Direct line management responsibility for up to four HR and Payroll specialists and leadership of up to six in the wider People HR Services team.
  • Completing regular performance and development review meetings and act as a point of escalation for the team, providing advice and risk management.
  • Encourage collaborative working across teams in supporting an inclusive culture.
