About the role

We are looking for someone who can help us be the great place to work that we aspire to be; we have already made huge progress, you will help us take the next steps from good to great, by helping us to make the best of our greatest asset: our people.

You will provide strategic leadership across the organisation to ensure a strong, sustainable future for Publica, working closely with your Group Manager peers, the Executive Leadership, Senior Officers at the partner Councils and the company Board.

As part of this role, you will act as the senior manager for our Human Resources team and you will lead on our People Strategy, our Great Place to Work plan and our aspiration to secure Investors in People (IIP) accreditation.  We are looking for someone who can help us improve and modernise primarily through the development of our people – although in a small, busy organisation your work will no doubt involve almost everything we do.  This role spans our whole organisation and is much broader than that of a traditional Director of HR; you may have a professional background in human resource management but you may equally have a background in change management or some other relevant professional discipline. 

You will also be responsible for our Corporate Responsibility service area, which covers a range of governance issues, emergency planning and business continuity.  This is the first time that HR and corporate responsibility have been brought together under one Group Manager.  There are synergies and opportunities here that you will want to pursue.

We think this is an exciting role.  We often say that every year working for Publica, providing services for four councils in two counties alongside our sister Teckal company Ubico and other external partners, is the equivalent of four or five years at a single council! 

It is going to be very important that the post holder quickly develops a strategic plan that aligns with our vision, to help drive forward our Great Place to Work plan and resists the ever-present temptation in a small, busy organisation with a number of partners to please, of being drawn into daily operational details.

Our future
The pace of change in the world of local government is getting faster, whether it be levelling up, climate change or local pressures, such as affordable housing, we are being asked to do more, faster and with less money.  Publica has already established a strong track record in delivering savings and improving services, but we want to go further.  We also want to explore ways to provide more of the things that our existing council partners want and to look beyond our existing boundaries to see how what we do might benefit new partners.

You will need 

  • To be educated to degree level (not necessarily in HR or Personnel) or equivalent experience in one or more of the relevant technical specialist areas, for example organisational change or programme management.
  • To be an exceptional leader and manager with experience in leading multidisciplinary teams and bringing about organisational change through people.
  • To have business acumen for creating a commercial environment where the management of cost and customer satisfaction are paramount.
  • To be an experienced facilitator and collaborative team member, you will have strong stakeholder management, communication and negotiation skills, and the ability to lead through influence.
  • To be able to represent Publica and enhance its reputation and form positive relationships with external partners and elected members.
  • Above all, you will need the ability to recognise where change is needed and create an enthusiasm for change and to work effectively with others to develop creative, innovative and customer-focused solutions.
