About the organisation
The UK Debt Management Office (“DMO”) is an Executive Agency of HM Treasury (“HMT”) responsible for financing the Government’s cash requirements and for Exchequer cash management. The DMO represents a unique interface between the Government and the City of London. As an organization, the DMO merges public sector ethos and values with private sector operations.
Reflecting the nature of our role, we are based at the heart of the financial markets in the City of London.
Our core business activities are:
- Debt management - financing the government’s expenditure needs by selling bonds (“gilts”) to our investment bank counterparties
- Exchequer cash management – delivering the government’s day-to-day cash requirements which we undertake by trading in the money markets
- Lending to local authorities for capital purposes, and
- Managing certain public sector funds
Our trading turnover in 2021-22 was almost £8 trillion.
About the role
The DMO’s key asset is its cadre of specialist, highly professional and dedicated staff.
We are seeking an outstanding Head of Human Resources (“HR”) to join our team, reporting directly to the DMO’s Chief Executive and operating as a trusted adviser on all staff and resourcing issues. You will also work closely with other senior leaders building strong internal networks in order to support the delivery of the DMO’s key priorities.
Our new Head of HR will lead the HR function and develop our People Strategy. The post will drive service improvements to ensure that we continue to recruit, retain, develop and motivate our teams. It ensures the DMO continues to operate as a public sector organization in a competitive private sector employment market at the highest levels of performance and professional standards.
You will ensure the DMO has the people, organizational design and policies in place to manage, develop and deploy resources effectively reflecting best practice. To support this, you will horizon scan to identify threats early and act decisively to mitigate risk.

For this critically important role, we require an experienced HR professional with substantial experience at a senior level in leading a HR/people function as the foundation of a dynamic workforce culture.
We also require a strong track record of providing sound and comprehensive advice and support to a senior leadership team on all aspects of resourcing and people strategy. Strong communication, stakeholder management and team leadership skills are essential. The position requires up-to-date technical knowledge of best practice in the key areas of Employment Law, Employee Relations, Resourcing, Talent Management, Learning & Development and Reward. We would expect you to have a strong working knowledge of the latest developments in modern HR methodology including practical experience in equality, diversity, inclusion and staff wellbeing.
