Are you a dynamic leader with a passion for healthcare excellence and a track record of delivery? Betsi Cadwaladr University Health Board (BCUHB) is seeking a strategic and results-driven professional, from either the public or private sector, to join the organisation as its Executive Director of People Services and Organisational Development. BCUHB is one of the largest integrated health and social care organisations in the UK, serving the North Wales population spanning six counties. It provides a full range of primary, community, and mental health services, including 3 acute hospitals and 22 community hospitals and health centres, as well as coordinating or supporting the work of GP practices and NHS dentists, opticians and pharmacists across the region.
The Health Board, with £2.1bn annual budget and 21,000 staff, strives to provide excellent and compassionate care in partnership with the public and other organisations. It has turned a corner over the past 12 months, following a challenging period for Health Board. Since March 2023, there have been many changes with advice from expert independent advisers, including new leadership and approach. The organisation now has a firm foundation to build on, with a new CEO and Chair who are committed to improving ways of working, the handling of finances and ultimately enhancing both the quality of care and the experiences of patients and their families.
As the Executive Director of People Services and Organisational Development (POD), you will play a pivotal role in shaping the future of BCUHB’s workforce and driving positive cultural change across the organisation. You will be critical in ensuring the organisation has the structure, people and processes to deliver service excellence to the North Wales population.
As one of the Executive Directors of the Health Board, and reporting to the Chief Executive, you will share collective responsibility with all other Directors for all aspects of its performance. This includes strategic direction, leadership, corporate policymaking and the development and delivery of Board objectives. Acting as an ambassador of the Health Board nationally, this is an exciting opportunity to also contribute to the broader health and organisational agenda of NHS Wales and the Welsh Government on a systemic basis.
Key Responsibilities include:
Strategic Leadership: Lead the development and implementation of the People aspects of the Health Board’s goals and objectives, ensuring it serves the needs of clinical and non-clinical divisions across the organisation and works in partnership with staff and staff representatives.
Organisational Development: Drive initiatives to enhance organisational effectiveness, foster a culture of compassionate leadership, continuous improvement, and promote employee engagement. Develop leadership capacity and capability at every level within the organisation to support enhanced performance and deliver an engaged, motivated, flexible workforce.
Talent Management: Develop innovative recruitment strategies to attract top talent, ensuring the Health Board has the right people in key positions. Establish robust succession planning processes to identify and develop future leaders from within the organisation.
Employee Wellbeing: Champion employee wellbeing initiatives, ensuring a supportive and healthy work environment for all staff.
Collaboration and Partnerships: Collaborate with key stakeholders, including unions, staff representatives, and external partners, to build consensus and support for organisational improvements. Engage with the local community to build trust and demonstrate the health board's commitment to positive change.

Mae Bwrdd Iechyd Prifysgol Betsi Cadwaladr (BIPBC) yn dymuno penodi gweithiwr proffesiynol strategol, o’r sector breifat neu cyhoeddus, sy'n cael ei ysgogi gan ganlyniadau i ymuno â'r sefydliad fel Cyfarwyddwr Gweithredol Gwasanaethau Pobl a Datblygu Sefydliadol. Mae BIPBC yn un o’r sefydliadau iechyd a gofal cymdeithasol integredig mwyaf yn y DU, ac mae'n gwasanaethu poblogaeth Gogledd Cymru ym mhob un o chwe sir y rhanbarth. Mae gan y Bwrdd Iechyd gyllideb flynyddol o £2.1bn a 21,000 o staff, ac mae’n ymdrechu i ddarparu gofal rhagorol a thosturiol gan gydweithio â’r cyhoedd a sefydliadau eraill. Mae wedi llwyddo i droi cornel dros y 12 mis diwethaf, yn dilyn cyfnod heriol i’r Bwrdd Iechyd. Ers mis Mawrth 2023, mae llawer o newidiadau wedi digwydd a chafwyd cyngor gan gynghorwyr annibynnol arbenigol, gan gynnwys arweinyddiaeth a dull gweithredu newydd. Erbyn hyn, mae gan y sefydliad sylfaen gadarn i adeiladu arni, ac mae ganddo uwch dîm newydd (gan gynnwys Prif Weithredwr a Chadeirydd newydd) sydd wedi ymrwymo i wella ffyrdd o weithio a thrin cyllid, ac yn y pen draw, gwella ansawdd gofal a phrofiadau cleifion a’u teuluoedd.

Byddwch yn hanfodol wrth sicrhau bod gan y sefydliad y strwythur, y bobl a'r prosesau i ddarparu gwasanaeth rhagorol i boblogaeth Gogledd Cymru.

Mae hynny'n cynnwys cyfeiriad strategol, arweinyddiaeth, llunio polisïau corfforaethol, a datblygu a chyflawni amcanion y Bwrdd. Gan weithredu fel llysgennad y Bwrdd Iechyd yn genedlaethol, mae hwn yn gyfle cyffrous i gyfrannu at agenda iechyd a threfniadol ehangach GIG Cymru a Llywodraeth Cymru ar sail systemig.

Arweinyddiaeth Strategol: Arwain y gwaith o ddatblygu a gweithredu'r agweddau Pobl sy'n cyd-fynd â nodau ac amcanion y Bwrdd Iechyd, gan sicrhau y bydd yn diwallu anghenion uwch adrannau clinigol ac anghlinigol ledled y sefydliad ac yn gweithio trwy bartneriaeth â'r staff a chynrychiolwyr y staff.
Datblygu Sefydliadol: Ysgogi mentrau i wella effeithiolrwydd sefydliadol, meithrin diwylliant o arweinyddiaeth dosturiol, gwelliant parhaus, a hyrwyddo ymgysylltiad gweithwyr. Datblygu capasiti a gallu arweinwyr ar bob lefel yn y sefydliad i gynorthwyo i sicrhau perfformiad gwella a sicrhau gweithlu sy'n hyblyg, yn gryf ei gymhelliant ac yn barod i gyfranogi.
Rheoli Doniau: Datblygu strategaethau recriwtio arloesol i ddenu'r bobl fwyaf dawnus, gan sicrhau bod y bobl briodol yn llenwi swyddi allweddol y Bwrdd iechyd. Sicrhau prosesau trylwyr at ddibenion cynllunio ar gyfer olyniaeth er mwyn nodi a datblygu arweinwyr y dyfodol o blith staff y sefydliad.
Lles Gweithwyr: Hyrwyddo blaengareddau ynghylch lles gweithwyr, gan sicrhau y ceir amgylchedd gwaith cefnogol ac iach i bob aelod o'r staff.
Cydweithredu a Phartneriaethau: Cydweithredu â rhanddeiliaid allweddol, yn cynnwys undebau llafur, cynrychiolwyr y staff, a phartneriaid allanol i sicrhau consensws o ran gwelliannau i'r sefydliad a chefnogaeth i'r gwelliannau hynny. Ymgysylltu â'r gymuned leol i feithrin ymddiriedaeth ac amlygu ymrwymiad y Bwrdd Iechyd i newid cadarnhaol.
