The UK Atomic Energy Authority (The Authority) is one of the world's leading research organisations supporting the development of fusion energy. Its primary mission is to advance fusion science and technology to the point of commercialisation of fusion energy and to position the UK such that it has a significant role in the fusion energy market. This is done through the Culham Centre for Fusion Energy (CCFE).

The Authority has 1200 staff and agency supplied workers, including world-leading scientists and engineers, fostering close links with international partners, industry and academic institutions; it also supports the development of the Culham Science Centre and the Harwell science, innovation, technology and business campus. It is a Non-Departmental Public Body sponsored by the Department for Business, Energy and Industrial Strategy (BEIS).

The Authority manages an overall budget of around £105m, with income primarily received through Euratom and EPSRC programme funding.

Henlee Resourcing is working in partnership with UK Atomic Energy Authority to recruit a talented and experienced Head of HR on a permanent basis.

Reporting to the COO and managing a team of c. 24, the purpose of the role is to support the Executive Team in leading and managing the people agenda ensuring that the organisation has the human resources to deliver its dynamic strategy over the next 10-15 years. As a member of the Executive Team you will contribute to formulating the organisation's strategic and operational plans and contribute to ensuring that its annual goals are achieved. You will advise and influence the Chair, Non-Executive Directors, Remuneration Committee, CEO and Executive team on change management, HR strategy, HR and reputation risk, diversity and the management of senior level HR issues.

We have been tasked to find a candidate who can lead from the front, ensuring that the organisation is compliant with relevant HR legislation and ensuring that HR best practice is in place in terms of policies and processes to ensure an engaged, productive and diverse workforce. As part of the remit, you will lead and manage the Apprenticeship and Graduate Training Schemes (maximising the Apprentice Levy drawdown) to provide a pipeline of talent for scientific, engineering and professional support succession planning. (Currently c. 50 apprentices and 15 graduates but both schemes are expected to grow). You will be a person who can lead, inspire and develop the HR team to provide proactive strategic and operational support to the organisation through the Business Partner / Advisor team, Recruitment team, HR Payroll and Admin team, L&D team, Apprentice team, Graduate team and OD, Pay & Reward and Diversity specialists. You will build effective relationships at all levels across the organisation including the union and take the lead on / advise on complex HR / people issues, getting hands-on in most aspects of the team's work where needed.

You will be a Chartered Member of CIPD with the ability to build credibility and influence at senior management and senior external stakeholder level on all HR related matters. You will possess a good understanding and experience of HR strategy, employee relations, change management, HR policy, pay and reward, recruitment / talent management, performance management, HR systems, diversity, OD, Graduate and Apprentice training. You will also have experience in progressive / proactive HR environments, good people management, organisational and team leadership skills with demonstrable experience of managing change successfully. It goes without saying that you will be an excellent communicator and be able and willing to get hands on when needed. You will also have a passion for equality and diversity. Ideally (but not essentially) your sector background will be a blend of both public and private sector experience. If private sector, an understanding of science / engineering / R&D is very much preferred.
